党的十八大提出要在前期发展的基础上,进一步统筹城乡发展,促进城乡共同繁荣。在新的基础上,更有效实现农村经济的跨越式发展,必须进一步明确统筹城乡发展的主体;将统筹城乡发展的重心工作置于农村赶超城市方面;加大农村基础设施的建设,实现城乡公共服务均等化;借助农业股份公司的核心力量实现农村公司化、农业企业化、农民市民化。
