摘要
国际教育市场取向改革的重要成果之一是发展了基础教育服务合约供给模式。教育服务合约主要有公立学校私人管理、政府签约提供教育服务和教育基础设施公私伙伴关系等三大类型。国际实践表明,教育服务合约供给模式能缓解公共支出压力,全面提升教育质量,改善教育公平。我国应以社会公益性为基点,依地区教育发展状况选择教育服务合约供给模式,并严格规范选择私人伙伴。
Contracting provision model for basic education services is one of international market-based education reform achievements. Education service contract includes private management of public schools, government contracting for the delivery of education services and public-private partnerships for educational infrastructure. International practices have indicated that contracting provision model for education services releases pressures of public expenditure, promotes education quality and improves education equity. We should choose appropriate contracting provision model for education services based on both social public benefit and regional education status, and one of key issues for a successful project is to choose private partner rigorously.
