我国学前教育公共服务体系的组成与构建

On the Public Service System of Preschool Education in China

学前教育公共服务体系是在学前教育领域内基于公平、公益、普惠的价值追求,在政府主导下,市场、社会等多元主体参与,为全体公民提供的多样化学前教育服务的制度安排和系统组合,包括学前教育公共服务的价值理念体系、组织制度体系和服务实践体系三大组成部分。其中,价值理念体系从宏观层面展开,强调公平、普惠的价值导向,服务而不是管制的执政方式,覆盖城乡、布局合理的政策目标;组织制度体系从中观层面展开,强调强有力的行政组织架构、完备的制度设计和追踪公民需求的管理取向;服务实践体系从微观层面展开,规定服务主体的责任边界,引导服务主体的服务方式,强化服务行为的效果评价。

The public service system of preschool education is institution arrangement and system combination, which is based on the fairness, public welfare, led by the government, and participated by the market and society to service for all citizens. It consists of the value system, the organization system and the practice system. Among them, the value system emphasizes the fair and universal welfare on the macro level; the organization system includes strong administrative organization structure on the medium level; the service practice system rules the responsibility boundary and the service way of service subjects on the micro level.
