谈流域治理中的地方政府间合作

Cooperation among Local Governments in the Watershed Management

针对去年发生在黄浦江上的"病死猪事件",有感于流域治理中地方政府间合作的重要性,分析了当前流域治理的困境所在,在基于共同利益的驱动下上下游利益主体的合作变成为必然和可能,但这并不一定构成地方政府间合作的充分条件。通过各方利益主体尤其是地方政府间的利益博弈,我们不难发现要真正的实现流域水资源治理的地方政府间合作,需要引入相应的约束机制,诸如:建立科学的地方政府绩效评估制度、区域生态补偿(赔偿)机制、舆论监督制度等相关辅助措施。

Last year “App incident” happened in the Huangpu River ,which makes us realize the importance of watershed management cooperation between local governments The author makes an analysis of the current predicament where watershed management ,cooperation in the upstream and downstream stakeholders is based on common interests , driven by volume and may become inevitable , but that does not constitute a sufficient condition for cooperation among local governments .For the interests of stakeholders and local governments , the author holds that to achieve cooperation among local governments and strengthen water resources management ,we need to introduce appropriate restraint mechanisms ,such as the establishment of a scientific performance evaluation system of local government ,related support measures in the regional ecological compensation （compensation） mechanism and public opinion system .
