本文深入分析了美国联邦跨部门科技计划部门间协调的成功经验,针对我国科技重大专项的跨部门协调问题,提出必须夯实国务院的跨部门协调领导职能,充分利用财政分配权和跨部门合作监督评价等工具,强化我国科技重大专项的部门间协调配合,构建深层次的协调与合作。

This paper explores the interagency coordination experiences behind the recent U. S. federal R＆D initiatives. On the basis of the study on the inter-sector coordination problems of China＇s National S＆T Major Project, the paper concludes efficient coordination now requires the improvement of relevant institutions and mechanisms, including solid leadership from state council, as well as full use of financial control authority and monitoring and evaluation for government＇s inter-sector collaboration.
