我国城乡社会保障一体化政策试析

Analysis of the Policy of Integrated Urban and Rural Social Security System in China

推进城乡社会保障一体化建设是构建中国特色社会主义保障体系中具有全局性的关键环节,其中公共政策的有效践行具有基础性作用。通过对苏州城乡社保一体化政策的调研,我们发现"一体化"的政策环境与政策变迁之间存在着内在的生态契合,而政策结构则是这种契合的理性外显;政策结构的良性运作依托于特定的社会形态和政治生态,随着民主政治的深入发展,正式结构和非正式结构交互融合于"一体化"政策过程中,反过来又为优化公共政策、维系政策与环境之间的生态平衡提供了制度保障。因此,完善我国城乡社保一体化政策,有赖于三个方面的策略选择:优化城乡社保一体化的政策环境,创建良性契合的政策运行生态;拓展城乡社保一体化的政策结构,形成动态均衡的政策治理格局;创新城乡社保一体化的运行机制,建立民主参与的政策管理程序。

The propulsions of the integration of urban and rural social security system are the overall key part of socialist security system with Chinese characteristics,during the process,the effective implementation of the public policy plays a fundamental role. After the investigation of the policy of integrated urban and rural social security system in Suzhou,it is found that there is an inherent correspondence between the policy environment and policy change for the integration,and the policy structure is the rational expression of this kind of inherent correspondence. T he benign operation of the policy structure is based on specific social formation and political environment. And with the development of democratic politics,formal and informal policy structure show a mutual fusion in the process of integrated policy,which provide system guarantee for optimizing the public policy and sustaining the balance of policy and environment. So,in order to improve the policy of integrated urban and rural social security system,measures are put forward in three aspects. First,the policy environment of integrated social security system should be optimized to make the implementation of the policy more effective. Second,the policy structure of integrated social security system should be developed to realize the harmony of governance pattern. T hird,operating mechanism of integrated social security system should be updated and management procedures of democratic participation should be established.
