摘要
生态补偿是对具有公共物品性质的生态服务提供过程中各参与者的相关利益进行调节以实现外部效应内部化,从而解决环境问题。使生态补偿从理论走向实践是新时期我国生态环境保护战略的重要内容。立足于国外生态补偿的理论研究和具体实践,从对比使用者付费项目和政府付费项目差异的角度对部分国外生态补偿案例进行梳理和分析,并提出值得我国借鉴的经验:重视市场机制在生态补偿中的作用发挥、重视中介机构的培养、明确生态补偿的环境目标、合理确定补偿标准和付费形式及采取多种措施注重项目的持续性。
Through adjusting relations of stakeholders in ecological system service with public article attribute and quasi-public article attribute, ecological compensation realizes internalization of external effect and solves environmental problems. In order to promote the ecological compensation from theory to practice, based on the recent theoretical and empirical developments of ecological compensation, the paper analyzes some classic ecological compensation cases in foreign country from the point of views of the differences between the user-financed program and the government- financed program. Finally, the paper puts forward some valuable experiences such as paying attention to the application of user-financed programs, attaching importance to the culture of intermediaries, giving prominence to environmental objective, determining the compensation standards and form of payment reasonably, and attaching importance to the permanence of programs.
