基于长三角地区空气重污染事件预警与应急机制的探讨

The Discussion of Heavy Air Pollution Incident Early Warning and Emergency Mechanism Based on Yangtze River Delta Region

短期突发空气重污染事件已成为我国近年来的重大环境问题之一,引发全社会的高度关注。但我国对于短期突发空气重污染事件的研究和探索起步于"十二五",因此如何建立有效的空气重污染事件预警与应急机制,减少突发空气污染对人们健康、生活和生产的影响,已成为改善民生的重大问题。文章在深入分析长三角地区空气重污染事件的基础上,探讨了空气重污染事件预警与应急机制建立的必要性,回顾了发达国家空气重污染事件治理历程及相关经验,梳理了现有空气重污染事件预警与应急机制的执行现状,指出了存在的问题,并提出了相应的建议。

Short-term heavy air pollution incident has become one of the major environmental issues of China in recent years. It has caused the attention of the whole society. The discussion of heavy air pollution incident early warning and emergency mechanism started from the 12^th Five-Year Plan period. So how to establish an effective air pollution incident early warning and emergency mechanism and how to reduce air pollution impact on people＇s health, life and production has become a major problem to improve people＇s livelihood. This paper analyses the Yangtze river delta region heavy air pollution incident, discusses the necessity of establish an effective air pollution incident early warning and emergency mechanism, reviews the air pollution incident governance process and related experience in developed countries, analyses the implemented actuality of heavy air pollution incident early warning and emergency mechanism, points out the existence problems, puts forward the corresponding recommendations.
