新形势下本外币一体化管理政策研究

Research on the Policies about Management of the Integration of Domestic and Foreign Currency under the New Situation

近年来,跨境人民币业务快速推进,各项业务规模迅速增长。但与此同时,本外币管理政策还存在不协调的情况。如何实现本外币一体化管理,防范异常跨境资本流动的冲击,是我国中央银行的紧迫任务。本文对当前跨境人民币与外汇管理政策进行了深入比较,剖析了当前跨境人民币与外汇管理中存在的问题,并结合国际上本外币管理的经验启示,提出了完善我国本外币一体化管理的政策建议。

In recent years, the cross-border RMB settlement progressed rapidly. At the same time, the foreign currency management policy has incongruous situation. How to achieve integrated management of the foreign currency to prevent the impact of abnormal cross-border capital flows is an urgent task of the central bank. In this paper, the current cross-border RMB and foreign exchange management policy conducted in-depth comparison and analysis of the current cross-border RMB-Foreign Exchange management problems. By combining with the experience of enlightenment international currency management, this paper proposes policy recommendations to the integrated management of foreign currency.
