The Practice and Enlightenment of International Capital Flow Management in Emerging Market

摘要 2008年国际金融危机爆发后,大量国际资本涌入新兴市场国家,引起社会各界对国际资本流动管理的关注。本文梳理了20世纪90年代以来新兴市场国家资本流动管理的实践,包括从传统资本管制、审慎监管到提出国际资本流入的审慎管理框架的过程。在此基础上,本文分析了国际资本流动审慎监管框架的特点及其实践,并结合新兴市场国家资本流动管理的探索经验,对我国资本流动管理提出了建议。 In 2008, with the outbreak of the international financial crisis, a large number of international capital flowed into emerging market countries, but also triggered public concern on the management of international capital flow. On this basis, this paper reviews emerging market countries in the evolution of capital flow management since 90＇s of last century, from the traditional capital regulation, prudential supervision and the international monetary fund inflows of capital management framework, and combined with the emerging market capital flow management of exploration and experience, combined with China＇s actual advices to international capital flow management.
