图书馆作为高校的重要部门在高校科研和教学过程中发挥着重要的作用。高校图书馆要实现长远发展必须要有准确的定位、清晰的发展目标和切实的发展规划。在此探讨了"顶层设计"理念在高校图书馆发展规划中的意义及其内容。通过宏观层面的顶层设计,明确图书馆的发展目标,指导图书馆各项决策并推进高校图书馆各部门积极开展工作,协调发展。

University libraries play important roles in the research and teaching of universities. Clear development goal and practical developing plan are essential for university libraries to achieve long-term developing. In this paper, the potential significance and main contents of ＂top-down design＂ concept is discussed in detail. Through macroscopic top-down design to clear the developing goal, guide the decisions of university libraries and promote the harmonious development of the deparanents of university libraries.
