关于殡葬设施规划与建设的几点思考

REFLECTIONS ON PLANNING AND CONSTRUCTION OF FUNERAL AND INTERMENT FACILITIES

针对当前殡葬设施建设中普遍存在的用地规模大,布局混乱,建设理念及形式落后,政策法规滞后,管理体制不清晰,宣传不足等问题,结合北京市的具体问题和特点,将规划与实施紧密结合,制定针对性的策略:总量控制、布局优化,融入城市整体发展;将生态限建要素作为殡葬设施选址布局的刚性影响因素,划分限建区域,实施不同的规划策略;盘活资源,经营与公益依托建设;挖掘殡葬文化内涵,引导墓地向多功能方向发展。最后,从根源入手,提出完善法规、理顺体制,充分发挥政策宣传作用等保障措施。

With the speeding up of urbanization in China,problems like shortage of land resources,weakness of ecological environment,and aging tendency of population are becoming more and more severe.Thus,the planning of funeral and interment facilities is an urgent task for the sustainable urban development.Considering the specific problems and features of Beijing,and combining planning with implementation,targeted strategies are worked out to solve the problems existing in the construction of funeral and interment facilities in Beijing,such as waste of land,disordered layout,outdated construction idea,laggard policies and regulations,indistinct management system,and inadequate publicity.The strategies are as follows：firstly,the planning and construction of funeral and interment facilities should be integrated with the overall urban development by controlling the total quantity and optimizing the layout; secondly,the restricted construction area should be demarcated by considering the influence of the funeral and interment facilities on the ecological environment,and different strategies should be applied; thirdly,the remnant land should be liquidized for both commercial and no-profit facilities; fourthly,the funeral and interment culture should be promoted so as to guide the multi-functional development of cemetery.In the end,the paper proposes some supporting measures,such as completing the regulations,improving the systems,fully exerting the role of policy and publicity,etc.
