在国内提倡"节能减排"大环境下,从城市交通出行、城市低碳发展、完善城市轨道交通线网等级划分、新城公交导向型开发(TOD)、提升城市形象以及体现新城面貌的需求等方面分析了城市建设中运量公交系统的必要性。中运量公交系统的建设同时应结合客流需求、投资成本等做出适宜的选择。

In the large campaign of promoting ＂energy saving and less emission＂ in China, the paper analyzes the necessity of constructing transit system with medium capacity from the demands of urban travel, urban low-carbon development, optimization of transit network classification, Transportation oriented development （TOD）, enhancement of city＇s image and display of new city outlook etc. It points out that construction of mass systems should also take into appropriate consideration of passenger flow demand, investment costs etc.
