摘要
为促进对企业安全文化建设水平的有效评价,在明确安全文化就是安全理念的基础上,依据现代事故致因链的行为安全"2-4"模型,从安全文化本身及安全文化作用结果 2个方面出发,采用逐阶分层的方法,构建企业安全文化建设水平评价指标体系,并将其与国家安全文化建设示范企业评价标准进行比较。结果表明:所构建的指标体系包含安全理念状况、安全理念的载体状况等9个一级评价指标,以及安全理念充分性、安全理念相关性等27个二级评价指标;与示范企业评价标准不同的是该指标体系有严格的理论来源,指标间逻辑关系紧密,能充分描述安全文化对事故预防的作用。
To facilite effective evaluation of enterprise safety culture construction level, based on the clear definition that safety culture is safety thoughts, according to the behavior-based “2 -4” model of modern accident cause chain, an evaluation index system was established by using the method of stepwise hierarchical from two aspects of safety culture and its results. A comparison was made between the evaluation index system and the standards for evaluation of the national safety culture construction demonstration enterprises. The result shows that the index system consists of 9 first-class evaluation indexes such as situation of safety thoughts, situation of safety thoughts carrier, and 27 second-class evaluation indexes such as adequacy of safety thoughts and correlation of safety thoughts. Unlike the standards for evaluation of the national demonstration enterprises, the index system has a strict theoretical source and close logical relationships between indexes, and can describe fully the role of safety culture in preventing accidents.
