Indicators of safe development level for chemical industry parks

化工园区(CIP)的安全发展水平(SLD)是调整化工园区规划布局、制定安全监管措施的重要依据。为评价一个地区化工园区的安全发展水平,提出安全发展成本(C)指标ζ和安全发展成本指数(IDCS)指标λ。分析华东、华南、华北、西北、西南、东北6个地区及其31个省市自治区2001年1月—2012年5月间省级以上化工园区事故数据,重点对比它们的ζ值和λ值。研究表明,ζ和λ能客观反映一个地区化工园区整体的安全状况。

SLD of CIPs forms an important basis for changing planning layout of CIPs and developing safety regulatory measures. Two indicators, ζ（CS） and λ （IDCS）, were defined to assess average SLD of CIPs in one region. Accident statistics of CIPs were analyzed for 6 regions such as East China, South China, North China, Northwest, Southwest, Northeast and 31 provinces in China and the period from January 2001 to May 2012. Comparison were made between these regions and provinces in terms of both ζ values and λ values. This study shows ζ and λ can reflect objectively overall safety situation of CIPs in one region.
