从两起植物疫情看涉农突发事件的舆论引导

The experience on the guidance of the public opinion learning from the two emergent plant quarantine related issues

涉及植物疫情的突发事件近年时有发生,本文从香蕉枯萎病和柑橘大实蝇两起植物疫情引起的突发事件入手,回顾事件的处置过程,分析问题产生的原因,得出应对类似检疫突发事件的5点启示:做好工作是妥善处置突发事件的基础;增加工作的透明度是防止传言的最有效措施;及时全面公布真相是消除传言的必要补救措施;抓住公众关注焦点是舆论引导的关键;主流传统媒体和新媒体是舆论引导的主要阵地。

There were several emergent plant quarantine related issues happening in recent years. The paper briefly reviewed two emergent issues, i.e Banana fusarium wilt （Fusarium oxysporum f.sp. cubense （Smith） Snyder ＆ Hansen Race 4） and Chinese citrus fly （Bactrocera （Tetradacus） minax （Enderlein）） related issues, analyzed the causes and put forward five suggestions on dealing with these kind of issues： To conduct the plant quarantine work well is the basis for proper management of emergencies; To increase the transparency of the work are the most effective measures to prevent rumors from arising and spreading; Timely and comprehensive disclosure is necessary remedial measures to eliminate rumors; Seizing the focus of the public is the key to guide public opinion; The mainstream of the traditional media and new media is the main battlefield of public opinion guidance.
