摘要
开发老龄人才劳动资源是老龄化社会的重要举措。老龄人才作为一种劳动者,在与生产资料和用人单位结合过程中,存在着表现为就业、薪酬、教育培训等社会层面和劳动方式、劳动时间、劳动保护等自然层面的问题。在开发体系研究中,通过设立弹性退休制度、提供系统的老年就业服务、设计符合老龄人才岗位、进行再教育和培训、设计中等薪酬水平和高福利、实施"双保险"的劳动保护、加强社会保险和商业保险等途径,共同开发老龄人才资源。
Developing elderly talent labor resources is an important measure for the ageing society.There are several problems in the process of aging talents,as a kind of labor,combining with the means of production and employers,in the form of employment,salary, education,training and other social aspects and the way of labor,labor time and labor protection and other natural aspects.In the study of development system,elderly talent resources should be jointly developed via setting up the elastic retirement system,providing elderly employment service system,designing jobs suitable for elderly talents,offering continuing education and training,designing medium salary and high welfare,implementing the “double insurance”protection,enhancing the social insurance and commercial insurance.
