基于农民视角的宅基地流转社会效益评价——以张家港市为例

Evaluation on the Social Benefits of House Site Circulation from the Perspective of Farmers——Based on the Example of Zhangjiagang City

因近几年农村宅基地流转的频繁,特从农民的角度,以目前主要进行的征收模式、出租模式为研究对象,根据阿玛蒂亚·森的可行能力理论建立宅基地流转社会效益评价指标体系,并运用模糊综合评价法评价宅基地流转后产生的社会效益。研究发现:征收模式的社会效益相对较高,出租模式的社会效益相对较低,由此提出进一步完善农村宅基地流转的政策建议。

With the frequent circulation of rural house sites in recent years, from the perspective of farmers, the modes of land expropriation and leasing are regarded as the objects of study. And the index system of social benefit evaluation about house site circulation is established according to Sendi＇s Theory of Capability. Meanwhile, fuzzy comprehensive evaluation method is applied to the evaluation on the social benefits produced by the circulation of house sites. It is found out from the study that the social benefit of land expropriation is relatively higher while the benefit of leasing land is comparatively lower. Finally, some suggestions and policies are presented so as to perfect the circulation of rural house sites.
