国家软实力提升的一个新视域:政府与NGO的互动合作

A New Way to Increase the Nation Soft Power:Cooperation between Government and NGO

冷战后,日本政府在提升国家"软实力"的过程中,对ODA项目进行改革,和NGO形成了长效合作机制。主要体现在外务省和NGO的"合作、支援、对话"体系上。该合作机制改善了日本国家形象,为日本ODA发展扫清障碍,提高了ODA的援助效率,有利于日本"价值观"的输出。全面开放的中国在对外交往、对外经贸交流中,同样面临国家形象塑造、文化价值诉求表达、国家软实力提升的问题。科学梳理、厘定日本经验,重视软实力提升,是中国拓展国际话语权、提升软实力、构建核心价值观的有效途径。

Since the cold war ,Japanese government has reformed the ODA when increasing the Soft power ,forming the long -term cooperative system with NGO ,Which mainly includes three ways of cooperation ,support and communication .This system amended Japan image ,opened the way for ODA ,improved the ODA efficiency ,and was beneficial to the output of Japanese values .All-round opening China also encountered with the problems involving the establishment of country image ,the delivery of culture and values ,and the strengthening of soft power when communicating with other countries .China should sum up Japanese experience and focus on the improvement of soft power ,which will be the effective ways to expand the discourse power ,increase the soft power and establish the core values .
