摘要
欧盟作为目前最大的超国家实体,在世界政治、经济发展中扮演着举足轻重的角色.对不同时期欧盟教育政策的社会背景、内容及特征等进行分析,同时依据其在整个欧盟政策体系中重要性的变化,将欧盟教育政策的历史变迁划分为游走边缘、迈向中心和走向治理三个阶段.这既是对已有相关研究的一种补充和拓展,同时也可以为我国教育政策中的问题解决提供借鉴和参考,还可以为类似的区域研究,特别是区域教育政策研究提供一种实践案例.
As the largest supranational organization in the world at present,European Union plays a decisive role in world political and economic development.Through the analysis and generalization of social background,contents,and features of the policy,the development of the EU education policy can be classfied into three stages,namely the wandering at the edge of the policy system,walking towards the center and being a tool of governance.It is a complement and expansion to the relevant study and a reference to the problem-solving in China education policy.Furthermore,it offers some reference for the research of regional education policies.
