摘要
对创新系统各投入要素间弹性系数的测算,有助于明确要素配置的优化方向,本文利用不变弹性系数生产函数模型(CES生产函数模型),对我国30个省市自治区大中型工业企业创新系统进行研究,分析了FDI技术创新溢出效应,测算了FDI、研发经费投入、研发人力投入对企业创新产出的影响及各要素间的弹性系数。结果表明,FDI对中国企业创新产出产生显著正向溢出效应,溢出系数为0.152;FDI与研发人力投入呈互补关系,而FDI与研发人力聚合后与研发资金投入呈替代关系;现行研发活动的规模报酬处于递增阶段;研发人力投入是目前创新投入中最需加强的部分。
Estimated the elasticity between the various investment elements in the innovation system is helping to optimize the config -uration of the elements .This paper used constant elasticity production function model (CES production function model) to analyze the in-novation system of China’s 30 provinces’ medium - sized industrial enterprises .Analyzed the spillover effect of FDI on enterprises’ innova-tion output , and estimated the impact between the innovation output with capital of R&D , labor R&D and FDI ,and the elasticity between the various investment elements .The empirical result shows that the input of FDI has positive spillover effect on enterprises’ innovation out-put .The spillover coefficient is 0.152 ; It’s the complementary relationship between FDI and R&D manpower , polymerization of FDI and R&D manpower is substitutes to R&D funding .Current scale is in increments to the current stage of R&D activities ; R&D manpower is the most urgent part of the current R&D system to strengthen .
