构建围绕中心、面向社会、服务民生的"民生大档案"管理服务模式,是新时期档案工作以实际行动贯彻落实党的群众路线的重要探索。"民生大档案"的实践模式架构着力解决四个层面的问题:建设具有一定规模和现代化设施的档案馆;实现档案资源由多头分散管理到集中统一管理以及一站式利用;强化档案馆"多位一体"功能建设,实现社会效益最大化;做好民情档案工作,拓展服务民生渠道,推动档案工作"两个转变"。除此之外,实践模式还强调要处理好体制内与体制外、现代与传统、保密与开放、档案行政部门与其他部门等的关系。

Building the“people’s living archives”is a management service mode in the new period with concrete actions to implement the important exploration of the practice of the party＆#39;s mass line education thought, and this management service is dedicated to face the society and serve the people.The target of building“people’s living archives”is to resolve the problems in four levels and make it to be the archives with scale and modern facilities,being the big social window to serve people.This“people’s living archives”will collect all archives from various industries,departments and units, to realize the centralized management and one-stop usage.It will maximize the beneift of service, strengthening the functional construction with the integration and innovation of system,mechanism and means.It will also expand the channels of service and promote the two transformation of archives work.Through building the“people’s living archives”service mode, it realized the change and expand of archives service function, change enclosed management to modern management,give priority to social use from government use,and emphasized the public service function of archives.
