农用地流转的武汉模式研究——基于武汉农村综合产权交易所的启示

Circulation Model of Agricultural Land in Wuhan——A Study Based on Wuhan Integrated Rural Property Rights Exchange

近年来,农用地流转模式的探索成为我国农村产权制度改革领域的关键点。通过对武汉市农村综合产权交易所的实证研究,分析"武汉模式"产生的动因及其运行机制,运用AHP决策方法评价武汉市农用地流转绩效,指出"武汉模式"的风险和缺陷。结合武汉市在农用地流转市场建设中的探索,提出以农村土地产权制度改革为基础,推行农村土地经营权抵押融资,并完善利益分配机制、健全农村社保制度、明确农业企业准入限制以保护农民利益,出台激励政策扶持流转主体,以推动农用地流转市场长远发展。

The exploration of the circulation model of agricultural land has been a key factor in the reform of the rural property right system in recent years.Through the empirical study of Wuhan Integrated Rural Property Rights Exchange ,this article analyzes the motivation and operation mechanism of ＂Wuhan Model＂, applies the AHP decision method to evaluate agricultural land circulation performance in Wuhan, and points out the risks and defects of ＂Wuhan Model＂ .Combined with the exploration of the market construction ,suggestions are put forward on how to promote the long-term development of the circulation market of agricultural land.They include implementing rural land management rights financing based on the reform of rural land property rights system, perfecting the mechanism of distribution of interests and the rural social security system, restricting the access of agricultural enterprises to protect farmers＇ interest, and introducing incentive policies to support the circulation of the subject.
