农民工回流辨析:基于现有研究的讨论

Review and Reflection of the Researches on Return Migration Workers

我国农民工回流经历了治理整顿时期、国企改革时期、国际金融危机时期以及主动回流时期,农民工对留城与回流的自主选择权在逐步扩大,主动回流的趋势已基本形成。国内学者大量借鉴推拉理论、新劳动力迁移理论、社会网理论、社会资本理论以及产业转移理论来探讨农民工回流现象,但尚未凝练出本土化的理论体系。学术领域针对农民工回流的影响、对策开展了丰富研究,但是认为农民工回流是城镇化的倒退、是一种向下流动、不利于缩小城乡差距等观点有待商榷,对策研究应主要立足于完善农民工回流的社会政策。

The return of the migrant workers has experienced the four periods of improvement and rectification,reform of state-owned enterprises ,the international financial crisis ,and initiative return.They are enjoying expanding power in terms of occupational mobility. An active homeward flow trend has been basically formed.Push-pull theory, new labor migration theory, social network theory, social capital theory and the theory of industry transfer theory are used extensively without establishing a Chinese grounded theory. Abundant re- search is being carried out in the academic fields in view of the influences and countermeasures for the return of the migrant workers.But such opinions are yet to be proved as＂ the return of migrant works is a downward flow, a retrogression of urbanization, thus is not conducive to narrowing the gap between urban and rural areas＂ .Countermeasure research should be conducted on the basis of the social policies made to attract more migrant workers to return home.
