摘要
实施新型城镇化战略必须对土地制度进行实质性改革。城市化进程推动城中村集体土地国有化转制,该转制过程应在量化城中村集体财产的范围及其实际价值后,明晰农民集体成员的判断标准、重构农村集体经济组织和参照适用土地征收制度,以确保城中村农民集体及其成员的财产权得以实现。
New Implementation of new urbanization strategy must be substantial reform of the land system, promote urbanization of villages collective laud nationalization conversion. From the perspective of protecting the interests of farmers, should he in the range of quantification villages collective property and its practical value, clear criteria farmer class members, reconstructed reference to the applicable collective economic organizations and land expropriation system in rural areas, in order to ensure that farmers and members of the collective interests are not violated.
