村庄公共事务决策结构的探讨——基于皖西X村“村村通”工程的个案

A Research on Decision-making Structure of Village Public Affairs

多元利益主体互动是村庄公共事务决策结构的一个重要特征。村庄公共事务决策过程中利益相关者包括村干部、家族、普通村民以及村民组长,作为理性的个体行动者,他们扮演着不同的角色,采取不同的措施试图影响村庄公共事务决策,以寻求自身利益的最大化。文章基于对皖西X村"村村通"工程的考察,构建村庄公共事务决策结构。在将利益相关者纳入决策结构分析的同时,梳理当前村庄公共事务决策过程中利益互动者的行为结构,并通过分析当前公共事务决策过程所出现的问题及其原因,本文认为,培育内生型的公共产品不失为弥补"行政嵌入型"公共产品不足的创新对策。

The interaction among multiple stakeholders is an important characteristic of decision-making structure of village public affairs. These stakeholders include village leaders, family, ordinary villagers and the villagers’group leaders. As individuals of reasoned action, they play different roles in maximizing their own interests and take different measures to try to have influences on decision-making of village public affairs. Based on an investigation of the Village Project in Anhui province, this paper regards stakeholders as a part of decision-making structure and discusses behavior structure of stakeholders in the process of decision-making of village public affairs. By analyzing the problem and reason in decision-making of public affairs, this paper thinks endogenetic public goods as a supplement of administrative public goods.
