Construction of Emergency Resources Demand Scenarios for Unconventional Emergencies

通过分析非常规突发事件应急需求,提出应急资源需求情景的构建原则和程序;根据非常规突发事件应急资源需求特点,并结合灾害发生区域、应急资源使用范围、应急资源需求的连续性和紧迫性、灾害处置核心业务所需资源等因素,将非常规突发事件应急资源的需求情景构建为6个方面,分别是综合持续需求型、卫生防疫需求型、资源缓增需求型、控势疏散需求型、紧急处置需求型和快速恢复需求型;最后从情景描述、资源任务、资源保障三个维度对资源需求情景进行了详细刻画,为非常规突发事件应急资源保障提供支持。

Based on the analysis of emergency demand for unconventional emergencies, principles and procedures for con-structing emergency resources demand scenarios were proposed ; According to demand characteristics of emergency resourcesfor various unconventional emergencies, emergency resources demand scenarios were built by six aspects, namely, type ofcomprehensive continuing demand, type of health and epidemic prevention demand, type of slowly increasing demand , typeof control and evacuation demand, type of urgent dispose demand and type of fast recovery demand, from the area of disaster, use of emergency resources, resources required for disposing core business, the continuity and urgency of emergency resources demand; Finally a detailed characterization for emergency resource demand scenarios was carried out from three dimensions, that is, the scenario description, resource tasks and resources support, which provides resources support for un-conventional emergencies.
