教师队伍质量的提升直接影响着教学质量,即所培养人才的质量。教育的基本目的就是培养人才,所以教师质量的优劣有着十分重要的作用。国培计划是国家为提升教师质量所实施的一项重点项目,影响国培计划实施有效性的因素有受训者、组织者、政策制定与实施间存在的距离,针对这些,提出提升培训质量的建议。

The quality of teachers upgrade has directly affects to the quality of teaching which also means the quality of the tal-ents. The primary purpose of education is to cultivate talents, so the teacher＇ s quality plays a very important role. National TrainingProgram is a key project implementation to improve teachers＇ quality by the state, and this paper will analyze the National TrainingProgram process about teacher training organizers, trainees and other effects, to explore how to improve the training quality.
