党的十八大报告把生态文明建设提到了前所未有的高度,与经济建设、政治建设、文化建设、社会建设共同构成了"五位一体"的总布局。然而,要真正实现"美丽中国,永续发展"的目标,就必须正视目前我国存在的环境保护意识缺失和狭隘的环境保护意识盛行的现象。因而,在宣传生态文明建设理念的同时,更要把这种理念付诸于实践,通过改变生产方式、研发生态保护技术、建立健全法律法规体系,使生态文明建设的理念和实践有机地结合。

The Report of the 18th NCCPC proposes the five-in-one strategy, that is, the combination of ecocivilization construction, economic construction, political construction, cultural construction and social construction. However, the conscious lack of environmental protection impairs the sustainable development of China. Therefore, it is necessary to popularize the concept of eco-civilization construction, put it into practice, develop eco-proteetion tech in the mode of production, and establish a system of laws and regulations.
