新疆土地复垦实施管理现状、问题及建议

Suggestions for Dealing with the Problems Involved in the Implementation and Management of Land Reclamation

目前新疆土地复垦工作取得一定的成绩,但仍然存在部分地方政府及项目单位重视不够、职能部门管理能力不强、新法律法规宣传贯彻滞后、相关配套措施不健全、部门之间不够协调、监管力度不够等问题,严重影响了土地复垦工作的有序推进。建议从六个方面推进土地复垦工作:(1)加快健全土地复垦管理机构,加强土地复垦配套政策制度研究;(2)完善土地复垦激励措施,促进复垦资金渠道多元化;(3)加强土地复垦管理队伍建设,强化方案编制单位及人员管理;(4)加快土地复垦监测监管信息化建设和系统研发;(5)加快开展历史遗留和自然灾害损毁土地复垦调查评价工作;(6)理顺土地复垦方案和矿山地质环境保护与治理恢复方案关系。

This paper argues that the situation of Xinjiang land reclamation occurs as a result of the inadequate attention of some local governments and the project entities, and because of weak management ability of functional department, a lag in publicizing and implementing the new laws arid regulations, unsound relevant matching measures, poor coordination between departments, and inadequate supervision, which has seriously influenced the orderly process of the work of land reclamation. To address these problems, this paper proposes that we must improve management institutions, make great efforts on the research of supporting policies and systems, as well as incentives and fund channel multiplication. Meanwhile, we should strengthen management team construction, the information construction of monitoring and supervision, and system research and development. Finally, the investigation and evaluation work for reclamation of damages inherited from the past or by nature must be speeded up; and straightening out the relations between land reclamation planning and mine geological environmental protection and control planning.
