基于我国矿产资源供需面临的基本形势,应制定和实施全球能源资源战略,建立以保障国家资源安全为核心、以维护企业利益和促进企业发展为出发点的国外矿产资源稳定供应机制。围绕重点矿种配置和重要区域布局构建国外矿产资源配置体系,以政府引导,营造良好的走出合作机制;地勘先行,发挥行业科研、信息和勘查优势;企业跟进,多元化开展国外勘查开发工作;金融互动,为企业"走出去"提供资金保障;做好经济规律和投资环境分析,提供基础支撑,构建国外矿产资源勘查开发长效机制。

Based on the situation China faces in the supply and demand of mineral resources, we need to formulate and implement the global energy resource strategy, establish a steady supply mechanism tbr foreign mineral resources with a view to ensuring national resources security, as well as maintaining enterprise benefit and development. At the same time, we need to set up the system for allocating foreign mineral resources around the key minerals allocation and regional distribution. Guided by the government, we must strive to create a sound cooperation mechanism with foreign countries. The geological prospecting units should go ahead of the rest, and give full play to their advantages in scientific research, information and exploration; while the other enterprises should follow up, so as to achieve our purposes of exploration and exploitation minerals in foreign countries in a pluralism manner. In addition, we must provide financial support for lhe enterprises who implement the ＂go global＂ strategy. In doing so, we must devote our efforts to analyzing economic laws and investment environment, and build a long-term mechanism for the exploration and development of foreign mineral resources.
