雇主参与现代学徒制的利益与权力诉求——基于英国学徒制项目调查报告的分析 被引量:59

The Interests and Power Demands of Employer Participating Modern Apprenticeship:Reflection Based on a Survey on the UK Apprenticeship Project

摘要 本文基于"利益-权力"的解释框架,从理论上诠释了雇主契约、利益和行为偏好影响其参与现代学徒制的意愿和强度。基于英国商业创新与技能部2012年发布的调查报告《学徒制的评价:基于雇主的视角》,从实践上印证了雇主参与现代学徒制项目具有较高的利益诉求和权力支撑。基于理论和实践的引思,现代学徒制项目应充分明确雇主的地位和价值,通过经费投入支持、落实培训效果和有效质量保障,让雇主切实感受到利益的回报;同时,通过信息服务支撑,参与项目培训决策,明确雇主主导地位,赋予雇主高度的权力,推动雇主积极参与现代学徒制项目。 The participation of employers in modem apprenticeship program have higher interests and power support according to the survey report Evaluation of Apprenticeships: Employers" perspeetive published by the British Department of Business, Innovation and Skills in 2012. From these points, the modem apprenticeship program should make clear the position and the value of the employers. It can adopts some measures, such as increasing investment support, guaranteeing effective training outcome and offering quality assurance, to ensure benefit payback of employers. Meanwhile, through the supportive information service, participate in project training decision making, to clarify the leading role of the employers and give greater power to them in order to promote employers to take an active part in the modem apprenticeship program.
