卫生转移支付中的政府间博弈与激励机制设计

Discussing the gaming among the governments in health transfer payment and its incentive mechanism

效用目标差异和有弹性的政策规定是卫生转移支付中存在政府间博弈的根本原因,现有制度设计无法实现激励相容从而促进卫生转移支付目标的达成。卫生转移支付的激励制度设计应从寻找利益重合空间出发,通过合理设置转移支付约束条件、提高转移支付资金分配标准的客观性和透明程度,实现政府间的合作与共赢,而建立以结果为导向的问责制度则是实现激励的必要条件。

Different utility goMs and flexible policies are the fundamental reason for the existence of game among the governments in health transfer payment. The existing system didn＇t have enough incentive capability of promoting the health transfer payment. The design of incentive system should be started from finding coinciding interests space, and followed with reasonable constraint conditions. And the objectivity and transparence of allocation of transfer payment funds should be improved. In addition, the inter-government win＇win cooperation should be realized to establish a resuh-oriented accountability system.
