实现京津冀协同发展,本质上要求打破藩篱,形成合作共赢的发展格局。创新体制机制是实现京津冀协同发展与合作治理的首要步骤和切入点。促进京津冀协同发展与合作治理,应在坚持顶层设计与地方协同相一致,信息共享、平等协商与互利共赢,统筹协调、总量控制、比例分配,近期目标与中长期目标相结合的原则的基础上,优先推进京津双核的一体化进程,加快编制统一的中长期规划,建立长效协调机制,清理相关限制性政策。

It has proved that achieving coordinated development of Beijing-Tianjin- Hebei region is essentially to break the barriers and create the win-win development pattern. This paper holds that the institutional innovation is the important step and breakthrough point of realizing coordinated development and cooperated governance of Beijing-Tianjin-Hebei area. Promote coordinated development of the Beijing-Tianjin-Hebei region and the cooperation governance, should be on the top floor design is consistent with the local coordination, information sharing and equal consultation and mutually beneficial win-win situation, overall coordination and distribution of total amount control, proportion of short-term goal and long-term goal, on the basis of the principle of combining, priority to promote the integration process of the Beijing-Tianjin dual-core, long-term to speed up the formulation of unified planning, establish long-term coordination mechanism, clear related restrictive policy.
