摘要
"学校体育设施对外开放"政策的本质是实现体育资源得到合理配置,为了科学评价学校执行该政策的绩效,采用文献研究法、问卷调查法、数理统计法、专家访谈法等研究方法,构建了包含3个一级指标、9个二级指标、32个三级指标的"学校体育设施对外开放"政策绩效评价指标体系,并确立各级指标权重。运用构建的指标体系对扬州市宝应县A中学进行实地综合评价,评价等级为中。"学校体育设施对外开放"政策绩效评价指标体系的建立不仅可以评价已执行该政策学校的政策绩效,还可以促进并指导未执行该政策的学校。为以后执行该政策提高政策绩效提供参考。
The nature of " school sports facilities open to the public" policy is ensuring the rational allocation of sports resources. In order to evaluate this policy performance scientifically, this paper constructed evaluation index system of this policy performance, which included 3 first level indicators, 9 secondary indexes, 32 third level in- dexes, and also this paper established the indexes weight at all levels, by using the methods of literature review, questionnaire survey, mathematical statistics, and expert interview. This evaluation index system was used to eval- uate a middle school in Baoying County, Yangzhou city, Jiangsu, and the result showed that the performance level of "school sports facilities open to the public" policy in this school is medium. Not only evaluation index system of "school sports facilities open to the public" policy performance evaluates but also promotes the policy performance. It provides reference to implement the policy and to improve performance of the policy in future.
