摘要
厅是清代创设的政区类型之一,具有相对统一的设置标准,即必须具有专管之地,其长官为抚民同知、理事同知或抚民通判、理事通判,具有地方上的全面之责,尤其是钱粮和刑名之权。对比这一标准,依据中国第一历史档案馆所藏邵友濂的原始奏疏及清廷中枢的最终讨论意见,南雅同知之设并不符合厅的标准,只是带有治安等局部职能的分防同知而已。故而,清代台湾不存在作为政区的"南雅厅"。
Ting, as a government level, originates from Qing Dynasty, which is characterized by certain standards, that is, it must have an administrative district to govern, and its head officer was appointed as Fumin Tongzhi/Lishi Tongzhi or Fu- rain Tongpan/Lishi Tongpan, who was totally responsible for local affairs, especially for land tax and law enforcement. Howev- er, Nanya Ting failed to reach the government level of Ting, but only equaled to the government level of Tongzhi who was just in charge of part functions like public security according to the original memorial submitted by Shao Youlian to then Emperor collected by the First Historical Archives of China as well as the final decision awarded by then Central Government. Therefore, there had never existed Nanya Ting as a title of government level at all in Qing Dynasty.
