Comparative study on crisis management of emergencies at home and abroad

通过梳理突发事件、危机管理的内涵与类别,在比较分析美国、日本、德国等国家危机管理经验的基础上,提出我国突发事件危机管理对策:将危机管理纳入国家发展的战略选择,成立国家危机管理学院,实现危机管理法制化,建立高效的组织领导体系,充分整合信息资源,大力加强危机管理的科研与培训,积极培育民间社团组织,提高社会自救能力。

By analyzing the connotation and category of emergencies and crisis management, we put forward the countermeasures of emergency and crisis management based on the comparative analysis of the experience of United States, Japan, Germany and other developed countries, which takes the crisis management into the strategic selection of state＇ s development, setting up national crisis management institute, realizing the legislation of crisis management, establishing efficient leadership system, fully integrating information resources, strengthening the scientific research and training of the crisis management, and actively cultivating the civil society organization, improving the social self-help ability.
