公民意识的网络培育机制研究

A Study of the Network Cultivation Mechanism of the Citizen Consciousness

公民意识的培育对我国社会现代转型过程中人的现代化、社会化以及社会的管理创新极具意义,而网络也正日渐成为人们的重要生活场域之一,因此通过网络平台培育公民意识是规范网络管理和加强公民意识的双效之举。公民意识的网络培育机制具体可从完善以网络公德文明为基础的认知机制、健全以明晰网络权责为核心的规范机制、构建以网络民主参与为趋向的导向机制、推进以网络法制建设为保障的制约机制四个领域入手,以期形成合力。

The cultivation of citizen consciousness is of great significance to the modernization of man, the socialization of man, and the innovation of social management in the process of modern transformation of Chinese society. The network also increasingly becomes one of the most important fields in our lives. So the cultivation of the citizen consciousness through the network platform has double effects. It can standardize the network management and strengthen citizen consciousness. In order to form resultant force, we can carry out the civil consciousness cultivation mechanism of network, from the perspective of the four areas ： （ 1 ） the improvement of the cognitive mechanism based on the network ethics civilization, （2） the sound of standard mechanism with clear network power and responsibility as the core, （3） the construction of the guide mechanism of democratic participation by network for the trend, and （4） the propulsion of restriction mechanism with the network legal system as guarantee.
