On the New Orientation about the Socialist Market Economy in the Third Plenary Session of the 18^(th) Central Committee of CPC

改革开放以来,经过长期而艰苦的理论探索,中国共产党对社会主义与市场经济关系的认识不断深化。十八届三中全会将市场在资源配置中的作用由"基础性"提高到"决定性",是党在社会主义理论上的一次重大突破,必将进一步加快中国改革开放和现代化建设进程。发挥市场在资源配置中的决定性作用,并不是否定政府的作用,反而进一步提高了对政府宏观调控的要求,使中国的经济体制改革呈现出前所未有的新特色。

Since the Reform and Opening-up policy, there is a long and arduous theoretical exploration about the socialism and the market. In the Third Plenary Session of the 18th Central committee of CPC, the role of market in allocating resources has been improved from ＂basic＂ to ＂decisive＂. This is a major breakthrough in socialism theory, which will further accelerate China＇s reform and opening-up and modemization process. Developing the decisive role of the market in allocating resources does not deny the role of the government, but further increases the demands of the government＇s macro-control. Thus, China＇s economic reform presents an unprecedented new features.
