摘要
福建省初步形成了"政府主导、群众主体、社会参与、市场运作、统筹施策、典型示范"的水土保持工作机制,但在实践中仍存在着部门间协调机制有待提高、预防监督执法力度有待加强、水土保持生态补偿机制尚未建立、水土保持项目长效管护机制不健全和水土保持观念比较淡薄等问题。当前,应重点围绕组织协调、预防监管、资金保障和技术支撑等薄弱环节,建立健全福建省水土保持长效机制。
A soil and water conservation mechanism with government leading, people as main body, public participation, market operation, coordinated planning and strategy and typical demonstration has been initially formed in Fujian Province. But in practice there are still problems such as coordination mechanism between bureaus at low level, weak law enforcement for precaution and supervision, lack of ecological compensation, imperfect long-effect management and maintenance mechanism for the projects of soil and water conservation, and deficient awareness of soil and water conservation. Accordingly long-effect mechanism of soil and water conservation should be perfected by focus on organizational coordination, precaution and supervision as well as financial and technical support.
