Russia is making its national financial strategy presently. The paper introduces Russian policy background and the basic situation of the national strategy development, expatiates on the definition, scope and objective of the financial education and financial literacy project. At the same time, the paper deeply analyzes the preparatory work such as the task, plan, pilot areas, initial investigation which need to be solved in the process of implementing the project.
