国外拥挤收费实施经验研究

Study on Implementation Experience of Congestion Charges in Foreign Countries

拥挤收费已经引入到许多城市,通过向在拥挤区和拥挤时间内出行的车辆收费,引起了社会对交通需求管理较大的关注。拥挤收费作为整个综合交通战略的组成部分,正在新加坡、伦敦、意大利、挪威和斯特哥尔摩成功地使用。以案例研究为基础,从交通、社会、环境3个方面对实施拥挤收费诸多问题进行分析并给出相应实施建议。

The congestion charges have been introduced into many cities.The charges of vehicles travelling in the congestion areas and congestion time are leading the society more greatly to concern about the traffic demand management.The congestion charges as the composed part of the whole comprehensive traffic strategy is been successfully using in Singapore,London,Italy,Norway and Stockholm.Based on the studied case,the article analyzes many problems to implement the congestion charges from three aspects of traffic,society and environment,and proposes the relative implementation.
