认为流动的优势、郊区的优势和多元文化交汇的优势是 21世纪上海城市发展需要重视的三大优势，并分析了这三大优势，提出了上海城市发展的相应策略。
This paper expounds three advantages of mobility, suburban districts and pluralistic cultures, which Shanghai must pay great attention to in the 21st century, and their intimate urban development strategy.
