论新农村建设背景下河南新型农民的培育——基于信阳农村劳动力素质现状的调查

Cultivation of New Farmers in the Context of New Rural Construction in Henan——Investigation into the Quality of Rural Labor Force in Xinyang

农民是新农村建设的主体力量,只有培养和造就千千万万"有文化、懂技术、会经营、讲文明、守法纪"的新型农民,才能完成新农村建设的各项任务。鉴于河南农民文化素质总体不高、市场营销观念较为落后、法律意识不强、卫生健康状况较差的现状,培育新型农民,必须采取以下对策:结合农村实际,突出以人为本,切实提高农民的思想道德素质和文明程度;着力繁荣农村文化教育事业;强力推进农村民主法制建设工作;美化村居环境,提升农村医疗服务水平;不断提高农民对市场经济的参与和驾驭能力。

Peasants are the main force of new countryside construction. And the construction requires the cultivation of numerous civilized and law-abiding peasants with knowledge,farming technique and management ability.Through spot investigation and in view of overall poor quality,lagging-behind marketing concept,weak legal awareness and poor health status of Henan peasants,the author proposed countermeasures to cultivate new peasants： improving their ideological and moral qualities and civilization on the basis of rural reality and people-oriented concept; developing rural culture and education; strongly promoting democracy and legality in rural areas;beautifying the rural residential environment and improving rural medical services.
