新型大国关系构建与中美首脑外交

Build New Giant-country Relationship and Sino-US Summit Diplomacy

进入21世纪以来,中美双方一直在探索新型大国关系的相处之道,构建新型大国关系的战略诉求意图明显。特别在首脑外交领域,双方的互动积极有效,出现了一些引人注目的新特点:两国首脑间访问走向常规化;首脑会晤形式多样化并逐渐制度化;首脑间致电通话内容深入化;首脑间交流层次更加多元化。中美首脑外交全面展开,不仅有力地促进了两国关系正常发展,而且也为构建中美新型大国关系奠定了重要基础。其理论意义在于,中美首脑外交发展,可以为破解新兴大国与守成大国相互防范和冲突的历史难题提供新的范式;现实意义在于,两国首脑的外交形式更加多样,逐渐形成交流机制,有助于中美增加战略互信,及时化解各种矛盾,推动地区性事务和全球问题的解决。

Since the beginning of 21st century, China and the United States have been exploring a new giant-country relationship, which displays mutual strategic appeal for constructing a new type of giant-country relationship. The interaction between China and the United States has especially been active and effective in summit diplomacy with the following distinctive characteristics： visits between leaders of the two countries have become regular; summit meetings of the two countries have become diversified and institutionalized; calls between leaders of the two countries have become profound; levels of communication between the two countries have become multi-dimensional. The all-around development of Sino-US summit diplomacy not only promotes the normal development of the relationship between the two countries, but also lays an important foundation for constructing new Sino-US giant-country relationship. Its theoretical meaning is that the development of Sino-US summit diplomacy can bring a new model for addressing the historical problems of mutual defense and conflicts between developing countries and developed countries; and its realistic meaning is that the diversified means of diplomacy between leaders of the two countries have become a regular eommunieation mechanism and this helps increase the strategic mutual trust between the two countries, timely resolve all kinds of conflicts and promote the resolving of regional affairs and global problems.
