地震应急期关键应急处置业务的时序特征

Time Series Characteristics of Key Work in Earthquake Emergency

从省级抗震救灾指挥部的角度,依据《国家地震应急预案》对应急响应工作的要求,在分析抗震救灾指挥部各成员单位地震应急预案的基础上,结合盈江、彝良、芦山等地震应急救援案例,对破坏性地震发生后的关键应急处置业务进行梳理,并根据各项业务的时序特征提出了在震后不同时间段内所要完成的工作以及所要达成的目标,在一定程度上弥补了地方地震应急预案过于宏观和操作性不强的缺陷,为地震应急救援工作的开展提供参考。

From the angle of the provincial earthquake relief headquarters, according to ＂National Earth- quake Emergency Plan＂ for the emergency response work requirements, based on the analysis of earth quake emergency plan of the member units of the earthquake relief headquarters, combined with Yingjiang, Yiliang, Lushan, earthquake emergency cases, this paper summarizes the key earthquake e- mergency work after destructive earthquake, puts forward the work to be done and the target to be reached in different period of time after earthquake according to the time series characteristics of the key works. In a certain extent, it can make up for the defects of local earthquake emergency plans which are too general and not easy to operate. This paper can also give a reference to earthquake emergency rescue work.
