After referring to historical records and files on Hailing Salt Administrative Office and Xixi Salt Storehouses, the writer holds that Hailing Salt Administrative Office was set up between 758AD - 760AD and the office was set at Xixi Salt Storehouses. Moreover, as far as the three prime ministers are concerned, Yanshu had not taken office at Xixi.
