Problem Analysis and Policy Suggestion for Civil Administration Standardization

作为现代民政的重要构成,近年来民政事业标准化工作受到了广泛关注和高度重视。文章在现状梳理和问题分析的基础上,参考国内外标准化管理先进做法和良好经验,从管理机制、顶层设计、标准研制、标准宣贯实施和队伍建设五维度提出了民政事业标准化工作政策建议,为落实民政事业标准化战略任务、提升民政事业标准化整体水平探索现实路径,可为民政部门制定民政事业标准化相关法规、政策和决策提供参考依据。

As the important part of modem civil administration, standardization of civil administration has been drawing more and more attention in recently years. Based on situation carding and problem analysis, and reference advanced measurement and good experience on standardization administration at home and abroad, this paper gives out the policy suggestions from 5 aspects including administration mechanism, top design, standards development, standards implementation and human resource collection. All of these are favorable to explore the practical path to carry out the strategy mission and enhance the overall level of civil administration standardization, as well ad be the reference for relevant laws, policies and decisions making in civil administration standardization.
