This paper gave a detailed description of framework and workflow of S63 data protection scheme , and analyzed the algorithms and its security used in S63.The key parameters of the algorithms were specified , and the implementation of S 63 in electronic chart display and information system （ ECDIS ） was discussed.S63 data was transformed into S57 data com-pletely, and opened in the chart software .Application results show that the proposed method is effective .
