第三方评价组织作为政府绩效的评估主体之一,在绩效评估中发挥着重要作用。本文在分析第三方评价组织参与政府绩效评估的独立性、专业性、权威性的基础上,结合我国第三方评价组织的实际,总结了影响第三方评价组织发挥作用的因素,提出了健全相关法律法规、加强行政信息公开,实现资源共享、强化第三方评价组织行业自律、提高第三方评价组织评估结果运用的实效性等建议。

The thirdsector as one of the government performance evaluation subjects,plays an important role in the performance e valuation.On the analysis of the independence,professional and the significance of the thirdsector,which participates in government performance evaluation,combining the reality of China,the paper summarizes the factors influencing the functions of thirdsector.And the paper puts forward some advice：to perfect relevant laws and regulations,to strengthen the administration information publication, strengthen selfdiscipline of thirdsector,to improve the effectiveness of the using of evaluation results of the thirdsector.
